According to the Associated Press bill AB2393 has passed both the Assembly and Senate and is headed for Governor Jerry Brown's desk for a signature. If the bill is signed (which is expected) it will allow counties to charge an additional $2 for personal vehicles and $4 for commercial vehicles on annual registration. This is on top of the $46 base charge, $24 California Highway Patrol surcharge, and other fees counties may choose to add.
The fee is supposedly for Cal-ID fingerprinting programs for identifying bodies and people under arrest. Seems like a bit of a stretch it should not be covered by the general fund, but it looks like California drivers are going to once again get to foot the bill for Sacramentos mismanagement. The bill does not need voter approval since it is only authorizing a localized tax/fee.
